12月16日下午，作為“才華通TalentLink”線下服務(wù)的首站，深圳對(duì)外服務(wù)集團(tuán)國(guó)際人才顧問(wèn)李春榮，攜手深圳市公安局出入境管理局簽證大隊(duì)的黃藝警長(zhǎng)，為蛇口街道國(guó)際人才街區(qū)外籍居民帶來(lái)了一場(chǎng)關(guān)于“中國(guó)綠卡”的專題講座，講座吸引了100名中外居民的參與，講座場(chǎng)面火爆。

講座上，黃藝警官首先介紹了辦理外國(guó)人永久居留證的好處，并詳細(xì)介紹了在深就業(yè)的外籍人才如何申請(qǐng)永居的四大類常用政策及所需資料。李春榮女士介紹了人才簽證辦理的條件、流程及辦理時(shí)間。在答疑環(huán)節(jié)，外籍居民們問(wèn)題聚焦在居住停留時(shí)間、收入納稅標(biāo)準(zhǔn)、辦理的時(shí)間、高端人才標(biāo)準(zhǔn)等問(wèn)題，主講人在現(xiàn)場(chǎng)一一解答，外籍居民們滿載而歸。

很多外籍居民不了解中國(guó)綠卡的相關(guān)政策，實(shí)際自2016年以來(lái)國(guó)家移民管理局及廣東省出入境管理局相繼出臺(tái)了多項(xiàng)便利政策及多類申請(qǐng)條件，辦理中國(guó)綠卡的條件沒(méi)有想象中那么難，只要是在中國(guó)任職（收入納稅達(dá)到一定標(biāo)準(zhǔn)）、團(tuán)聚（配偶為中國(guó)人）、投資（投資額達(dá)到一定標(biāo)準(zhǔn)）或符合相關(guān)人才認(rèn)定標(biāo)準(zhǔn)的外籍人員即可申請(qǐng)。

以下是辦理中國(guó)綠卡的常見(jiàn)類別的申請(qǐng)條件：

1.任職就業(yè)類：外國(guó)人在廣東已連續(xù)工作滿4年，且4年內(nèi)每年在中國(guó)境內(nèi)實(shí)際居住累計(jì)不少于6個(gè)月；連續(xù)4年工資性年收入（稅前）達(dá)到40萬(wàn)元人民幣以上，每年繳納工資性個(gè)人所得稅7萬(wàn)元人民幣以上的外國(guó)人，經(jīng)工作單位推薦，可以申請(qǐng)?jiān)谌A永久居留。

2.外籍華人類：外籍華人具有博士研究生以上學(xué)歷（無(wú)需工作4年）或在粵港澳大灣區(qū)或揭陽(yáng)中德金屬生態(tài)城企業(yè)連續(xù)工作滿4年、每年在中國(guó)境內(nèi)實(shí)際居住累計(jì)不少于6個(gè)月，可直接申請(qǐng)?jiān)谌A永久居留。

3. 高層次人才（政府推薦類）對(duì)符合認(rèn)定標(biāo)準(zhǔn)的外籍高層次人才及其配偶、未成年子女，經(jīng)廣東省自貿(mào)辦或經(jīng)粵港澳大灣區(qū)9市或揭陽(yáng)市人民政府推薦，可直接申請(qǐng)?jiān)谌A永久居留資格。

4. 夫妻團(tuán)聚類：與中國(guó)公民（具有深圳常住戶籍的）或者在中國(guó)獲得永久居留資格的外國(guó)人結(jié)婚的；婚姻關(guān)系存續(xù)滿5年的；在中國(guó)連續(xù)居留滿5年，每年在中國(guó)居留不少于9個(gè)月；

符合《深圳市外籍“高精尖缺”人才認(rèn)定標(biāo)準(zhǔn)（試行）》的外籍人才。

On the afternoon of December 16, Olivia Li, an international talent consultant of SZFESCO, joined hands with Police Officer Huang Yi of the Exit-Entry Administration Bureau of Shenzhen Public Security Bureau held a lecture on Chinese “Green Card” in Shekou Sub-district International Talent Community. The lecture was capped more than 100 participants due to limited space.

During the session, officer Huang Yi, gave a lecture on the benefits of holding a “Green Card” and common categories of eligible applicants and application process in Shenzhen. Olivia Li, focused on the contents of the talent visa’s application conditions and procedure.

In the Q&A session, the foreign residents' questions focused on the residence time, income tax standards, processing time, high-end talent standards and other issues. The speakers answered them one by one on the spot, and the foreign residents returned with a rewarding experience.

Here are the contents and supplements of the lecture:

Common catergories for applying for Chinese Permanent Residence Card:

1. Employment category: foreigners have worked in Guangdong province for 4 consecutive years, and have lived in China for no less than 6 months each year within 4 years; the annual pre-tax salary for 4 consecutive years has reached 400,000CNY each year and annual income tax reached more than RMB 70,000 can apply for permanent residence card in China upon the recommendation of their employers.

2. Overseas Chinese: The overseas Chinese with a doctoral degree (no need to work 4 years in Shenzhen) or have worked in the Guangdong-Hong Kong-Macao Greater Bay Area or Jieyang Sino-German Metal Eco City for 4 consecutive years, and have lived no less than 6 months each year in China, can apply for permanent residence card in China.

3. High-level talents (recommended by the government) : Foreign high-level talents and their spouses and minor children who meet the recognized standards, they can be recommended by the Guangdong Free Trade Office or the 9 cities in the Guangdong-Hong Kong-Macao Greater Bay Area or the People's Government of Jieyang City. Apply directly for permanent residence card in China.

4. Reunion Category: married to a Chinese citizen (with Shenzhen permanent household registration) or a foreigner who has obtained permanent residence in China; the marriage relationship has been in existence for more than 5 years; the continuous residence in China for 5 years, and t have lived in China for no less than 9 months each year in recent 5 years;
